California Vehicle Code Section 436.1 matters to anyone riding an off-highway electric dirt bike in the state. It clarifies how these vehicles are treated for registration and use on public OHV land, and it is the reason California riders need to think harder about paperwork than riders in most other states.

In practical terms: an electric dirt bike sold for off-road use is not street legal in California and must be operated on private land, or on OHV routes with the correct green-sticker registration. Buying the bike is the easy part; registering it correctly for where you intend to ride is the part people skip and later regret.

This applies regardless of the bike’s performance. A 17 mph Razor and a 68 mph Sur-Ron Storm Bee are both off-highway vehicles under these rules. Speed does not determine legality — certification and registration do, and no amount of capability turns an off-road bike into a road-legal one.
